The Lord's Council advise the Lord Mayor of Cillamar and in theory are meant to provide a balance and keep the Patriarch in line. In practice, the nobles are generally focused on their self interests, sometimes at the expense of the common folk of Cillamar. Since the influx of refugees from the Southern country the Warlands the nobles have been even more outspoken at the council meetings and asking for strong action against refugees especially in the Warrens.

In addition, Cillamar nobles are upset that the Patriarch has made a place for displaced nobles from Vaslund, one of the lands affected by the unrest down south. It is rumored that some of the Cillamar nobles are actively rebelling and are involved with the group of Truemen that has been riding through the Warrens during the dark of the moon each month.

Old Cillamar Nobles – This faction is made up of old families who are most upset by the influx of refugees from the south and the changes in Cillamar. They are interested in removing all of the refugees from Cillamar and barring any new ones from entering, including nobles from other lands. Many nobel families are offended by the new blood

- Grand Count Ismae – The current member of one of Cillamar's oldest families who distinguished himself in border skirmishes and strikes against the orc fastness Ergut'axx. When his daughter Sophia was lost he became distracted and bitter about the refugees coming into Cillamar. Her recovery did not ease his bitterness. He is considered the leader of the faction that is against the Patriarch, he is also the person most likely to become Lord Mayor of Cillamr if the Patriarch steps down or is removed from the office.
- Lady Anri Belgard – A noble and a paladin who is a follower of Iomedae. She is commander of the Great Tower Lantern Watch that sits on the northeast wall of Cillamar.
- Lord Stephon Dawson – A young aristocrat who inherited his title at the death of his father two years ago. His house has suffered some financial setbacks and he blames the current chaos in Cillamar for the problems. When requesting a reprieve from estate taxes from the Patriarch, he was turned down and now holds a grudge against the current established order.

- Lady Woden – The Mistress of the Gaol and the Lantern Watch is Lady Woden, a cold-hearted woman referred to by thieves as Woden the Wolf. It is Lady Woden’s responsibility to make Cillamar as safe as possible, a duty she embraces with fervor. The Wolf does not enjoy being cruel to her charges, but she believes that fear is the only deterrent criminals respect. Therefore, out of obligation to the common people, she takes it upon herself to be as cruel as possible (under the law), so as to better inspire fear in the rogues and scoundrels of Cillamar. Though she seldom takes part in the apprehension of any criminals, Lady Woden always carries a number of magical charms on her person and keeps a fighting blade at her side. Placed in her position by the nobles of Cillamar, Lady Woden despises the kinder, gentle ways of the Patriarch. For his part, the whitebearded Lord Mayor pities the Mistress of the Gaol, an attitude that only exacerbates her contempt.

Supporters of the Patriarch – This faction supports the Patriarch and his efforts in trying to keep Cillamar calm and order while still helping out the refugees who are fleeing the chaos down south. Some of the support is due to business reasons, a calm city promotes good business. Others support the Patriarch because of their belief in his ability to best keep law and order in Cillamar.

- Knight Commander Celan Malenoh -The Knight Commander Celan Malenoh is a veteran who earned his rank and fortune defending the borders of Morrain against the incursions of giants and orcs. Sir Malenoh is broad of chest, and has a face permanently burnt from campaigns spent on the icy glaciers of the Frosteye Mountains. A stalwart defender of Cillamar and devoted to the principles of good, Malenoh is a living testament to its highest ideals. Thus, Malenoh was a natural choice when the Patriarch needed to house aristocratic refugees fleeing from the Warlands. Malenoh’s knightly code refuses to permit him to turn away a lady in distress, and so he welcomed Lady Brigid and her court into his home. Malenoh’s loyalty to the Patriarch has earned him the ridicule of Cillamar’s upper class and the hatred of Cillamar’s fevered nationalists.
- Lord Warrick – a fearsome man known better as the Lion. Once a commander of a mercenary company that fell to the giants of the Ul Dominor Mountains, Warrick joined the Magn’gard in the hopes of dying in the service of good. Twenty years later, the grim commander is still alive, and responsible for scores of lives. Warrick takes this responsibility very seriously, and he personally makes sure that any warrior applying for service in the Magn’gard understands that she is not only responsible for her own safety, but also the safety of every other Magn’gard. Warrick instills this philosophy in his soldiers by drilling them relentlessly, so that combat—when it comes—is a reprieve. For his part, Lord Warrick sets the standard that every other soldier off the Magn’gard tries to match. In his fortieth year, Warrick’s endurance and skill shames every warrior under his command. Warrick’s egalitarian attitude has earned him a number of enemies amongst Cillamar’s nobility, but few are willing to take him to task for his beliefs. A solid supporter of the Patriarch in the council .
- Lady Paendrogch – a wizardress retained by the Patriarch against the advice of nearly every noble in Cillamar. A fiery, moody woman possessed of a dark temper and humor to match, Paendrogch seems to have patience only for her patron. Servants in the Citadel avoid the witch at all costs, a situation that suits her perfectly. Paendrogch keeps an intemperate pseudodragon as a familiar, and is served by a squat half-orc who refuses to acknowledge the existence of anyone other than his mistress. She is considered fiercely loyal to the Patriarch and always supports him in council, although she may argue for another side before the voting. She supports the Patriarch's plan for the refugees completely and would not mind expanding opportunities for refugees who want to build a new life. Because of her age and associations with other young nobles, she could possibly sway some of the young nobles to the Patriarch's side, if they felt their situations would improve.

- Lady Lewis – The Lewis family is an old family that supports newer ways of doing things. They currently are hosting a noble family from the south and they provide support to the temple of Sarenrae for their work with the poor of the Warrens. The Lady Jolana Lewis acts as the current head of the family in the council. She is young and some say she is representing the family only because she is the grand niece of the Patriarch who will receive special favor. However, her suggestions for ruling Cillamar are not always taken by the Patriarch and no actions of extra family devotion have been observed between the two. In spite of her youth, she has a strong will and a strong following with the younger lords that support the Patriarch. She is a contendor for the seat of the Patriarch, if something happens to the Patriarch and Count Ismae.

Neutral faction – This group of Lords have other interests besides the politics of Cillamar and do not always attend the meetings. Their votes vary depending on their interests at the time.

- Lord Mallac – The House of Mallac is unlike any other in Cillamar. Day and night, strange cries can be heard issuing from behind the high estate walls, and every day herders deliver several carcasses of butchered sheep and pigs. The retiring master of the house is seldom seen outside the estate, although those who do encounter the skeletal Lord Mallac say that the stench of blood surrounds him. Despite his impeccable adherence to the latest Criestine fashions, he seems to exude a tangible aura of dread and gloom. With rumors marking Lord Mallac as a necromancer, cultist, or worse, the truth is disarmingly mundane. Mallac has transformed his home into a menagerie of monsters. Live (and often deadly) specimens are kept caged in the estate’s courtyard, while preserved specimens are displayed about the house. Mallac is always on the lookout for new specimens, and pays top coin for live specimens.
- Lady Ilrien Talbusk, Holy Knight-Protector of the order of Iomeda – An accomplished holy warrior whose father disappeared in Castle Whitercok when she was five. As a paladin she follows the law and in general supports the Patriarch, however, the recent chaos has her listening at times to the Old Nobles group as a way to bring order back in Cillamar. If someone found out the fate of her father she would likely support their cause in gratitude for their help. She is friends with Lady Ani Belgard, another paladin of Iomedae.
- Merchant-Lord Nigel the Bald – One of Cillamar’s most wealthy merchants (if not the most), Nigel the Bald owns no fewer than three trading companies, with contacts ranging from the Southern Province to the Barony of Koranth. As befitting anyone who has survived over three decades on Morrain’s frontier, Nigel is a shrewd, cunning businessman who has seen more than his share of violence and deceit in his nigh-fifty years; the blade hanging at his belt is for more than show. Still, with every passing season, Nigel grows more aware of the sunset of his life, and these days he prefers to contract out his violence. While Nigel isn’t cruel, nor is he kind; instead, every decision is made with the interest of his business in mind. This cold, dispassionate view of the world has served Nigel well, and ensures that he will retain his place among Cillamar’s most prominent merchant-princes for some time to come. Nigel usually votes for the Patriarch's side but he would vote against the Patriarch if he felt that business would be improved.
